Justice shouldn't punish the innocent.

Luke Marshall joined the FBI to do what old soldiers do - move on. When a candidate for U. S. Senate commits suicide in a seedy Atlanta apartment, Luke is sent in to wrap things up. Instead, he stumbles upon a trail of murder, blackmail, and corruption leading to the highest levels of government.

Tully Meara, Savannah's hero cop, is drowning in her own broken past. After her partner is gunned down in what appears to be a random shooting, FBI Agent Marshall shows up in town accusing the dead officer of murder. The brittle life Tully has glued together begins to collapse as Marshall's investigation tears away the layers of secrets holding it together.

Soon Luke's investigation is poised to topple powerful men. When it becomes clear that innocent people - especially Tully - will suffer, he is willing to sacrifice blind justice once more. But as Luke uncovers lie after lie he begins to understand, to save Tully may cost him everything.
