The year 1951 was chosen as the base year because it was in this year that the First Five Year Plan was launched in India. The actual field work was conducted in the year 1974. This explains the significance of the period under study. Ballia town which is chosen as the universe of our study is a class III town with no religious, political, industrial background like such cities as Varanasi, New Delhi, Kanpur, Durgapur and so on.
