While America marks a grim anniversary, an anxious public is glued to the newsstreams, troubled by rumors that terror group Anomaly will soon be gathering in a show of strength and newfound purpose. And the nation's protectors, once a familiar presence in every city, are nowhere to be found.

In Chicago, the last thing Carmen Vásquez wants to do is cooperate with the private investigator tasked with tracking down an old flame of hers. Word is he's fallen in with Anomaly, but Carmen doesn't believe that. And neither does the P.I.'s intimidating, anonymous client.

Meanwhile, still reeling from her experience in New Orleans nine months earlier, Cat Dades searches for a way to sever her unwanted ties to Anomaly. Someone at the top has invited her to the big meeting, and declining means they may never leave her alone.

And Jeremy Cyrus, in hiding from his former employers and dreaming of home, agrees to one last adventure with a dangerous acquaintance dead-set on bringing down Anomaly for good. Their meeting is the perfect place to end it all—with mayhem, if necessary.
