Earl Blumenauer is a graduate of Centennial High School and received an undergraduate degree from Lewis & Clark College and a law degree from the Northwestern School of Law at Lewis & Clark College. After three terms in the Oregon House of Representatives, including two terms chairing the Revenue and School Finance Committee, Earl was elected in 1978 to the Multnomah County Commission, where he served two terms. In 1986, he was elected to Portland's City Council and served as the Commissioner of Public Works. Since his election to Congress in 1996, Earl has focused his efforts on making the federal government an effective partner in creating livable communities. He founded the Livable Communities Task Force and the bi-partisan Bicycle Caucus, and is an active member of the House Sustainable Development Caucus. He serves on the committees on International Relations and Transportation and Infrastructure.
