I have great pleasure in putting the present work entitled Pfihlic AdmNzsMotiân in turtle into the

hands of readers. Public adniinis- Fahon in India has evolved over Use millennia to respond to the

challenges of changing times. Its high waterniarks were Kautilya's exposition of administrative

doctrine, the Mughal administrative system and Ge Bri'tish colonial administration. The public

admin- istrahon of Independent India, which is the offspring of the Raj, is still evolving to

fulfil %e demands made on it by a parliamentary democracy presenUy nestled in the third millennium.

After charting Ge historical process of grow%, the present volume insoduces the reader to the

conceptual principles on which public administration of India is built. The structure of the

government is outlined next. Other topics discussed in the work include %e nature of bureaucracy

and selecCon and training of its members, the relahonship of the civil service with the ministers,

socio-economic planning, public enterprises, tribal adniinisNa- tion, development administration,

etc. The effort has been to cast

%e net as wide as possible to present in one place a complete pic-

ture of public adminisWation in India.

The literature on the subject is expanding but there is dearth of properly researched and

coherently organised works on the subject. The present work seeks to fm the gap and has l›een de-

signed for the use of students and teachers of political science and public administration teaching

in Indian universihes. The book would also be of benefit to those appearing in the civil services

competitive examination.
