Neal Donahoe Santa Barbara’s acting harbor master, and Coast Guard Lieutenant Tory Lennox are having problems. Their personal problems seem insignificant, when Tory befriends a struggling family living in a maritime eyesore of a boat. The righteous self-declared minister and head of the family regards her as his personal angel of mercy.
