The Kenya Alliance of Residents Associations (KARA) is the apex body representing the residents' associations in Kenya. KARA has members across the country and works through its members on policy advocacy and to inform, educate and promote awareness among the public on public service delivery issues.

Impact assessment/evaluation is done after a policy change to determine its impact or lack thereof. The report shows how the Business Advocacy Fund made a point of attempting to assess the impact made by KARA. KARA in collaboration with The Nairobi City County (NCC) Government and the United Nations Environment Programme (UNEP) developed a Non-Motorized Transport (NMT) Policy for Nairobi City County (NCC) in 2015. The objective of the NCC NMT policy is to provide a framework for harmonization, prioritization and coordination of NMT infrastructure and facility development and maintenance in Nairobi.
