In Vulture, the ruinous city that remains after the disastrous Water Wars, anarchy rules. Graffiti gangs have become the bleak norm, each tribe denoted by unique colors and values. Separated as toddlers, siblings Finch and Rigby have grown up unwittingly pitted against one another within the lethally competitive world of Vulture. Rigby comes of age among the Regals, Vulture's cruelest gang, headed by the vicious warlord Richard while Finch has successfully remained independent of the gangs. However, circumstances bring him closer to Vulture's horrors than ever before. Can they make it to freedom together?
