Inspector Strong is home in bed because of his fishing for steelhead in the rain, wading up to his neck in ice cold glacial water. Detective Smith is the acting inspector.
The 911 center receives a bomb threat that is quickly followed by five other false calls. The police send officers to each call.
The police have seen a similar event years before. The real purpose is to divert the entire police force away from what is really going to happen. Having learned, the police go to the calls; then into a defensive hold and wait. In several hours everything is back to normal.
Detective Rage and Smith review the past calls and tries to determine what they are really after. The FBI searches for possible targets but find none now or in the future. While studying the possible targets, they devise the perfect get away plan from any crime. Now they need to find the perfect crime to use their getaway.
Rage is getting dressed up to go under cover. They think they have found the reason for the fake calls and the perfect crime which can use their perfect get away.
Is their plan to escape so perfect that the bad guys will get away?
