Crime is now dealt with the old fashioned way. This series introduces Virgil Andes, a hardcore enforcer of the law, who is soon to become a true vigilante. He is currently a devout enforcer of crime laws which enables him to give monthly "installments of restitution" (punishments) to every prisoner under his supervision in direct relation to their crimes. This has dramatically reduced the crime in the city and surrounding areas. Virgil's hope is that this new prison system will permanently deter all crimes in the state and eventually the rest of the nation will follow his example based on the methods used in "The End of Crime" unit, which Virgil has been assigned to manage and control.
