The aim of this e-book is to bring together the proposals on youth justice that are made in the Independent Commission on Youth Crime and Anti-social Behaviour's report (Time For a Fresh Start); and the UK Government's plans as set out in the current green paper (Breaking the Cycle: Effective Punishment, Rehabilitation and Sentencing of Offenders). What now seems politically to be likely and possible? Are the prospects good or bad for a progressive youth justice agenda? The papers focus on the most important questions arising from the Independent Commission's report.
