For non-verbal Prudy Radicci, her new neighborhood in Jersey City seems tame compared to Manhattan. To work off the anxiety of starting high school in a week, she walks around the streets and watches movies.

All efforts seem to fail when a car-obsessed neighbor accuses her older sister Miki of vandalizing his car. As crazy as Miki acts sometimes there's no way she could commit such a hate crime.
