The government, after wars of interferences in other countries brought the chaos on its own land. It's enemies joined forces against them. They punished the country by starving its population. They contaminated the land with poisonous chemical bacteria, destroyed the mines and crippled the production of raw material. With no agriculture, food is scarce, just enough for those they can afford it. Unemployment and crime is high. Meantime most of the country's arm forces are-not been paid for months, desert for the cities to find work. But, there is not work and become homeless. The national currency is devaluated. Law enforcement in the cities is maintained by private guards who work for a living. There is poverty all around. In the cities, throngs of people sleep in abandoned buildings, public streets, inside abandoned cars, anywhere. Small children without parents left in the streets alone to fetch for themselves. All-domestic animals disappeared as human food consumption. Finally, the government on the recommendation by an influential man initiates a grotesque program as food solution for the masses, called: "The Manna Project". They manufacture and hand out for free a sort of artificial food made up of dead people, until suspicion of missing corpses rises.
