This book is aimed at undergraduates studying specific aspects of public administration. It considers the evolution of the civil service throughout the 20th century. In doing so, the book highlights some of the management techniques that have been adopted by the civil service. More importantly, the book shows the ways in which reform can be used to modernize an older institution such as the civil service. The book also introduces some of the frameworks that might be used for partnership with the private sector.
