In the summer of 1975, Human Rights lawyer Armaan Sultani brings his family to visit his former Oxford roommate and former lieutenant in the military and now politician Andres Orce at his villa on the coast. Orce's nightmares bring back memories for Armaan from their days of rooming together and the puzzle remains why he has these nightmares. While conducting their vacation activities they soon come across a series of graves that were largely hidden. When they provide a ride to a local old man on his way to a family gathering, they arrive in another hidden grave site. When they inform the local police, the military immediately intervenes and cordons of the area and killing the stranger point blank in front of Sultani and Orce by a young captain Fernando Baeza.
In 1976, Orce begins a campaign to win his party's leadership and take part in the first free and fair general election that will take place in June of 1977. One evening two gunmen target Orce in rage and nearly killed him until his two daughters and his household staff saves him from his near-death experience. Soon after his wife leaves him, taking his two daughters to live with her mother in Paris.
Broken, Orce focuses all his energy on winning the party leadership. He also contacts his old friend and former love, Dina Nazir in London. She responds to help him though in a very small capacity but will do so covertly. On in the immediate front, Orce is assisted by Captain Alberto Torres of the Border Security guards and fellow MP Alexander Lopez. The three realize to the lead up of the general election three things need to happen; first, the concentration camps of the regime need to close. Second, the fascist government in parliament needs to be defeated. Third, the military would have to be pushed out of interfering in politics.
The right-wing fascist party wants a coalition government after the June 1977 elections but is not willing to concede much power. The present Prime Minister, a former military colonel and his liason – Antonio Baeza (father of Fernando). They warn Orce that he has no chance in beating them in the general election of June 1977, so to better join them now, or face political wilderness.
Soon the military has the leadership of his party threaten him of his conduct, nearly ending his political career on the spot, he is however given a small breathing room to make amends.
Orce and two advisors plot to create havoc in the country and employ four former military officers to conduct a hit and run rain and broadcast it to the rest of the world through television to make the military nervous of invasion. The plan halt due to bad weather. Soon floods hit the country creating significant damages to the infrastructure. In an environment austerity, the PAM led government has little money to help the affected areas. They turn against each other – a situation that is fitting to Orce but then the Prime Minister is assassinated – not by Orce's men but by rebels.
When he realizes he cannot beat the fascists nor the traditional leaders of his own party outright, he turns to a hedge fund magnet and arms dealer who guarantees him that what he wants politically can happen, but with a price.
Though Orce's is willing to pay the price, he doesn't want to share power with PAM. Every powerful advisor around him says to not include them would be impossible to peace and democracy – if you want to have them both together.
Orce then receives news three of his men have been caught and the fourth is on the run.
On party election day, he wins the leadership, but he appoints two men – one who will contest for Prime Minister in the June 1977...
