조선 시대에 와서는 비황진대(備荒賑貸)제도

  • 가 점차 갖추어짐에도 한층 진휼 사업을 권장하였다. 실제로 조선 시대 성군인 세종(世宗)은 즉위 원년에 감사(監司), 수령(守令)의 진휼 행정을 독려하였다. 한 백성이라도 굶어죽는 백성이 나오게 되면 벌을 주어 용서하지 않을 것을 엄격히 지도하였다. 또한, 조선의 법전인 <경국대전(經國大典)> 비황(備荒)조에 '수령이 진휼을 이행치 않고 굶주린 백성을 죽게 한 자, 또는 그것을 숨기고 보고하지 않은 자는 중죄한다'고 하였다.<본문 중에서>
