The State Fair is open and Rage invites Jones to go eat some elephant ears. On the way Rage gives a traffic ticket. At the Fair she is waved through a security gate and allowed to park in their special area.
In the Fair they eat, ride, and look around. An incident occurs and they go to see if they could use some help. It appears a woman just collapsed, and she now appears to be fine. As they leave the building a steer breaks the fence and starts out the hole. Rage bulldogs him before he gets through the fence. Jones takes a broken post and drops another steer trying to get out. The herdsmen with prods move the animals to a safe place.
They learn all the electric fence appears to be down. They go to the electrical; building and discover that all the electric fences are most likely off through some fancy wiring. A new load of animals that do not fear the electric fence could break out into a stamped into the crowd at the Fair.
The Fair's Security Chief receives notice that an unplanned foreign delegation will arrive shortly. Rage and Jones see the fence failure as a distraction to harm the delegations. They must act quickly to advert trouble.
A plan is devised with Rage and Jones to go undercover as clowns. They try to hide the delegation's members as best they can. The shooting starts and the Fair's security is no match for the attackers. Rage and Jones have a surprised attack from behind. The 'Sir' directing the attack is watching from the top of the Ferris Wheel. He orders his snipers into action.
Jones suspects someone somewhere is directing the over attack. Then all the rides have their power cut. Rage and Jones again change clothes and tries to capture the suspect they have in their sights. They follow them out with the crowd fleeing the Fair with all the shooting.
Will the 'Sir' avoid their capture?
