Frank Illiano was a member of the Gallo brothers gang that separated itself from the criminal syndicate run by Giuseppe "Joseph" Profaci. By 1961 the Gallos, Albert, Larry, and "Crazy Joe" were at the forefront of a gang war in Brooklyn. On August 20, 1961 Lawrence Gallo was a target for assassination by Profaci men. They made a noose for him to hang by at the Sahara Lounge in Brooklyn. Illiano later became a caporegime in the Genovese family. His name was mentioned by imprisoned Genovese boss Vincent "the Chin" Gigante.
