​There currently exists a unique, although somewhat strained, partnership between federal and state governments to strengthen state child support laws. The problem of non-support of children is a serious one for this country. Nearly one-quarter of all children now live with only one parent, and although many non-custodial parents are diligent payers of child support, there are millions who are not.
