Frank Pasqua was a Gambino family soldier who was intricately connected to the narcotics heroin trade in New York City and Chicago. In 1968 Pasqua pleaded innocent in federal court in New York to charges of supplying drugs to the Chicago region. One of Pasqua's closest Mafia associates was Gambino garbage collector baron Jimmy Squillante. Big Frank was initially linked to a case in which Squillante pleaded guilty to misdemeanor charges. Pasqua's involvement in this matter wasn't provable, however, according to Nassau County District Attorney William Cahn.
