Rejection of the Constitutional Treaty by the French and Dutch electorates ought, in principle, to transform the British debate about European integration. Thirty years after the UK joined the EEC, the orthodoxies that the Francophone elites of Brussels and Paris insisted on, to the structural disadvantage of British interests, have crumbled. Dutch politicians and commentators are attacking the cost of the CAP; some French commentators even admit that the Common Fisheries Policy has never been properly enforced on French and Spanish fishermen, with disastrous consequences for European fish stocks. It's now possible to debate what changes in the EU Acquis are needed to adjust to a much more diverse community of 25 member states, soon to expand further to 27 or 28, without being attacked as 'anti-European'.
