Ideas can be powerful...and dangerous.

When the CIA sends a financial analyst named Tyler Blake to go undercover at the Anarchapulco conference in Mexico, the idea is to have eyes and ears on anarchist plots. He finds a lot of anarchy and numerous schemes, but they fall far short of being plots. Despite his best efforts, conspiracies elude him. And, unfortunately for him, he is exposed to new ideas about freedom that might just be too contagious to resist.
