The bones of Chief Crazy Horse are discovered by a grave robber named Augustus “Sparky” Chynoweth who intends to sell the bones to the highest bidder. Xavier DuBois, veteran Homeland Security investigator, collects the evidence to prosecute Sparky for multiple violations including Grave Tampering and Extortion. But Xavier’s investigation is thwarted when he learns that there are those at the highest levels of the Department who favor a more progressive approach to resolving the alleged crime. Xavier dutifully meets with Sparky Chynoweth and brokers a proposal in which Sparky will be named as the Director of a Non-Profit Foundation, generously funded by the government, in exchange for Sparky’s donation of the relics to the Crazy Horse Monument.

When it comes time to deliver, Sparky confesses that he doesn’t actually have the bones in his possession—but he knows where they can be found—deep within the archives of the Richard M. Nixon Presidential Library.

Less than satisfied with Sparky’s lack of candor, Xavier spitefully holds back the down payment, which he covertly diverts to his own slush fund. Swoops like Hawk, who is an informant acting under the direction of Xavier, scalps Sparky in an act of symbolic retaliation, then skips for Mexico.

Felony warrants are issued and, ironically, Xavier is assigned the task of hunting down Swoops, but as long as Swoops remains a fugitive, Xavier is off the hook for his own embezzlement. It looks like Xavier may have committed the perfect crime, but he is unaware that Evelyn Schwinn suspects that there is a parasitic mole burrowing deeper and deeper within the organs of Homeland Security. Will the mole be exposed? Or will the mole continue to burrow even deeper, undetected and undeterred, searching for morsels of vital intelligence to satisfy the insatiable cravings of his sponsors?
