"When Lincoln's proclamation was issued, the Virginia Convention was still in session and had not passed a secession ordinance, so she was not included with States against which the proclamation was first directed. With the exception of the north-western section of the State, where there were few slaves and the Union sentiment predominated, the people of Virginia, in response to the President's call for troops to enforce the laws, sprang to arms to resist the Government. The war cry "To arms!" resounded throughout the land and, in the delirium of the hour, we all forgot our Union principles in our sympathy with the pro-slavery cause, and rushed to the field of Mars."
