This work, divided into several volumes, contains the complete text of the Acts passed by the Fifth through the Sixth Regular Sessions, and the Second Special Session of the Sixteenth Legislature of Puerto Rico. In preparing this edition, the editors have exercised the utmost care to reproduce accurately and faithfully the exact text of the acts as enacted by the Legislature.

Pursuant to Art. 37 of the Political Code of 1902, as amended, acts are numbered consecutively every calendar year independently of the session in which they were approved. Thus, as of the first of January of 1991, they are published in numerical order of approval, without any reference to the legislative session in which they were approved.

A number of practical and useful features have been included to facilitate the work of the user. The front of the first volume sets forth a list of members of the Council of Secretaries, members of the Legislature and members of the Supreme Court. The front of each volume also sets forth an alphabetical list of acts published in the volume. The front of this last volume also sets forth an Act Locator Table, indicating the volume in which each Act was published.

Two valuable tables appear at the end of this last volume: a list of acts by date of approval and L.P.R.A. classification, and a list of L.P.R.A. sections affected.

At the end of this last volume is also found a useful descriptive-word index to the subject matter of the acts.

Acts not included in this volume are noted as such in the place where each would have appeared in the text and have been published in preceding volumes, as indicated in the Act Locator Table. From 1999 on, Resolutions are no longer being published in English.
