This work, divided into several volumes, contains the complete text of the Acts passed by the First and Second Regular Sessions, and the First and Second Special Sessions of the Seventeenth Legislature of Puerto Rico. In preparing this edition, the editors have exercised the utmost care to reproduce accurately and faithfully the exact text of the acts as enacted by the Legislature.

Pursuant to Art. 37 of the Political Code of 1902, as amended, acts are numbered consecutively every calendar year independently of the session in which they were approved. Thus, as of the first of January of 1991, they are published in numerical order of approval, without any reference to the legislative session in which they were approved.

A number of practical and useful features have been included to facilitate the work of the user. These are set forth in the front of the volume: an alphabetical list of acts, a list of members of the Council of Secretaries, members of the Legislature and members of the Supreme Court.

Two valuable tables which appear at the end of the last volume will include a list of acts approved, and one of acts by date of approval and L.P.R.A. classification.

At the end of the last volume in the set will also be found a useful descriptive-word index to the subject matter of the acts.

Acts not included in this volume due to the official translations not being received in time for publication are noted as such in the place where each would have appeared in the text and will be published in succeeding volumes as soon as they become available. From 1999 on, Resolutions are no longer being published in English.
