Jane Addams and Ellen Gates Starr were educated women from the upper-middle-class. Despite their advantages, Jane and Ellen were frustrated with the plight of poverty-stricken individuals living in Chicago's Nineteenth Ward in the late 1800s. Acting on their concerns, the women took it upon themselves to establish and maintain a community gathering place at Hull-House in the heart of the downtrodden neighborhood.
