It's the first day of seventh grade and Tommy has just been paired with bully Eddie Sykles for Fillmore Middle School's Annual Science Fair.

Can things get any worse?

Of course! Like dealing with how Kyle, Tommy's interplanetary police dog friend, is under suspicion for unprovoked attacks on Fillmore residents, with photographic proof clearly identifying Kyle as the culprit.

Someone is obviously framing Kyle, and it's up to Tommy and the rest of The Protectinators, Dory Drake, Raul Mendoza and Wilbur Federson, to find out why.
