A coed is sexually assaulted on the campus of Copper State University. The next day, a second coed is shot in the head and discarded in the Arizona Canal.
Ten years later, a US senator and his son-in-law are arrested while attempting to kidnap a ten-year-old girl from her home in an upscale suburb. Six hours after their arrest, the would-be kidnappers are murdered by a woman posing as a nurse in a Phoenix hospital. Three days after the hospital killings, a Highway Patrol sergeant is shot dead in his cruiser at a fast-food restaurant.... And the beat goes on.
FBI Special Agent Karen Kraemer believes that these and other events stem from one person's lust for prestige, money, and power. It's up to Kraemer to prove her theory and bring that person to justice.
