Rosario Mancsuso was a notorious figure in the annals of Utica/Oneida County, New York crime. A concrete manufacturer he was closely associated with the Falcone brothers, bootleggers Joseph and Salvatore. Mancuso was a former president of the Hod Carriers Association, Local 186. Rosario's name was widely circulated as an attendee of the November 24, 1957 Apalachin gangster conclave in upstate New York. Hosted by Joseph Barbera, the mob meeting gained national headlines. Arriving at the convention with the Falcone brothers, Mancuso was later subpoenaed to testify before an Albany grand jury.
