Anthony Corallo was an important figure in the history of New York City Mafia crime. Beginning in the 1950s, as a capo for the Lucchese family, he teamed with garment industry hoodlum Johnny Dio and Teamsters' boss Jimmy Hoffa to pack Teamsters Joint Council 16 with thugs. The so-called paper unions were filled with ex cons, felons and other criminals. This enable Corallo and his associates to resolve a New York City taxi drivers dispute to their liking. It also facilitated the election of Jimmy Hoffa as IBT President in 1957. Retiring Teamsters President Dave Beck protested the seating of the "paper union" delegates that Hoffa had sponsored.
