​This second edition of the DOJ Civil Antitrust Practice and Procedure Manual is a comprehensive guide to the process and procedures governing antitrust enforcement and policymaking by the Antitrust Division of the U.S. Department of Justice. It provides a framework for understanding the process and procedures the Antitrust Division employs in conducting investigations, reaching decisions about civil enforcement, advocating for competition, and formulating guidance to the antitrust community. It offers practical guidance to lawyers and parties involved in antitrust matters, investigations, and litigation with the Antitrust Division.

This second edition of the Manual is updated to reflect current Antitrust Division policies and practices as well as developments in case law. Chapters have also been edited and reorganized to promote readability.
