After Liam and Milania Miller set up their Foundation, aiming to rebuild and rejuvenate ailing cities around the world, beginning with Vernazza, Italy, they call on all the help they can get. This includes Dalton, Liam's brother, and Rachael, Milania's childhood best friend and resident of Vernazza before it was wiped out by a flood.
The two quickly become enamored. Dalton especially; he soon finds that he cannot live without Rachael in his life. She is beautiful, intelligent, and knows exactly what she wants.
