今年5月5日,新华社公布了国务院《关于印发盐业体制改革方案的通知》 (国发[２０１６]２５号),标志着备受瞩目、酝酿多年的盐业体制改革终于拉开序幕.盐业体制改革是我国经济体制改革的重要内容,也是适逢其时的盐业供给侧结构性改革.国务院２５号文件对推进盐业体制改革做出了总体部署,明确了改革的指导思想、基本原则、改革的主要任务以及需要解决的关键问题.为了做好盐业改革准备工作,２０１５年以来,按照工业和信息化部委托中国盐业协会所做的专项研究课题,中国盐业协会组织有关盐业公司、制盐企业、科研教学单位,在广泛调研的基础上,撰写了《盐业体制改革后行业应对措施》课题报告,并请北京大学经济学院调研,撰写了专项调查和政策建议,得到了国家发展改革委、工业和信息化部等有关部委的重视.为正确理解改革政策,明确改革任务,鼓舞改革信心,我们还及时推介有关企业改革经验,组织专业人员认真解读政策,保证了舆论的正确导向。(In May 5 2016, Xinhua News Agency announced the Notice of the State Council on Issuing the Reform Plan for the Salt Industry System (Guo Fa [2016] No.25), meaning the start of salt industry reform, which is an important part of the reform of the economic system of China and the supply-side reform. The Notice makes an overall arrangement to promote the salt industry reform and specifies the guidelines, basic principles, main tasks and key issues to be solved. To well prepare the reform, according to the research subjects by China Salt Association authorized by Ministry of Industry and Information Technology of the People's Republic of China, China Salt Association organized relevant salt companies and scientific research institutes to compile the Countermeasures of the Salt Industry after the Structural Reform on the basis of extensive investigations, invited School of Economics, Peking University to conduct investigations and prepare special studies and policy suggestions, and obtained the concentration of relevant authorities like National Development and Reform Commission and Ministry of Industry and Information Technology of the People's Republic of China. In order to correctly understand the reform policies, specify the reform tasks and stimulate the confidence on reform, we also introduced the reform experience and organized relevant experts to earnestly interpret policies, which guarantee the correct orientation of public opinions.)
