本书对以下七方面的问题进行了研究：(1)全球PPP发展概况；(2)对"政府和社会资本合作模式"概念的创新性进行了研究；(3)综述了PPP的经济特性、合作机制、产权结构、治理结构和风险管理等方面的理论研究成果；(4)介绍了几种PPP项目分类方法，以及主流的PPP操作流程、交易机构、融资结构、合同结构、治理结构等框架；(5)国内外PPP评价研究综述，包括世界银行、亚洲开发银行、英国VfM和国内PPP评价研究与实践；(6)PPP评价方法专题研究；(7)全生命周期PPP评价体系构建研究，并对识别、准备、采购、执行和移交等阶段的评价指标进行了初步研究。(This book studies the following seven aspects:(1) An overview of the global PPP development; (2) A research on the innovativeness of the concept of "Public-Private Partnership"; (3) An overview of the theoretical research achievements on PPP's economic characteristics, cooperation mechanisms, property rights structure, governance structure and risk management; (4) Introduces several classification methods of PPP projects, as well as frameworks such as mainstream PPP operation flow, trading institutions, financing structure, contract structure, governance structure and others; (5) An overview of domestic and foreign PPP evaluation research, including the World Bank, Asian Development Bank, UK VfM and domestic PPP evaluation research and practice; (6) A thematic research on PPP evaluation methods; (7) A research on the construction of full life cycle PPP evaluation system, and a preliminary research on the evaluation indexes in stages such as identification, preparation, procurement, implementation and transfer.)
