食品安全重于泰山。民以食为天，食以安为先，食品安全关乎十三亿人民的身体健康和生命安全，是事关每个家庭、每个人的重大基本民生问题。党中央和国务院对解决食品安全问题十分重视，全国人大颁布《中华人民共和国食品安全法》，国务院颁布《食品安全法实施条例》，国家相关部门先后推出了一系列加强食品安全监管的新政策，设立国务院食品安全委员会，开展了一系列食品安全专项治理和整顿。食品安全科普宣传形势逼人。应该看到，我国食品产业素质不高，食品生产经营主体点多面广，小、散、乱特点突出，食品行业诚信缺失、非法添加等犯罪行为加大了食品安全监管的难度。同时，我国公众对食品安全知识还缺乏科学认知，引导公众理解食品安全工作具有长期性、艰巨性和复杂性。近年来，我国食品安全形势依然严峻，食品安全事故屡见报端，成为人民群众高度关注和迫切要求解决的突出问题。2011年5月，国务院食品安全委员会办公室颁布《食品安全宣传教育工作纲要（2011—2015 年）》（以下简称《纲要》），要求通过广泛普及食品安全法律法规和科学知识，强化食品生产经营者的诚信守法经营意识和质量安全管理水平，提高社会公众的食品安全意识和预防应对风险能力，营造人人维护食品安全的良好氛围。2012年6月，中国科学技术协会和国务院食品安全委员会办公室共同制定和颁布《食品安全科普宣传大纲》（以下简称《大纲》），对于普及食品安全相关知识，促进公众建立科学的食品消费理念和食品安全观念，提高食品安全意识和预防、应对风险的能力，提升公众科学素质具有重要意义。《公众食品安全知识解读》的出版是我国食品安全科普的迫切需要。在加强监管、坚决严厉依法打击食品安全违法犯罪的同时，着力提升整个食品行业的道德诚信素质，这是实现食品安全形势持续稳定好转的根本基础。《纲要》明确要求，有关部门、行业组织和生产经营单位要严格落实"先培训、后上岗"的制度，生产经营单位负责人和主要从业人员每人每年接受食品安全法律法规、科学知识和行业道德伦理等方面的集中培训不得少于40小时，每名食品安全监管人员每年也要接受不少于40小时的集中专业培训。《纲要》还要求建立起食品安全宣传教育工作的长效机制，形成政府、企业、行业组织、专家、消费者和媒体共同参与的工作格局，在2015年年底前将社会公众食品安全基本知识知晓率提高到80％以上，将中小学学生食品安全基本知识知晓率提高到85％以上。同时《大纲》指出，食品安全科普宣传应注重普遍性、科学性和针对性。要坚持面向全社会普及食品安全知识，促进全社会食品安全基本认知的形成，营造全社会关注食品安全、参与食品安全保障的良好氛围；要坚持内容的科学性，确保宣传普及的食品安全知识科学准确，加强解疑释惑，回应社会关切，消除认识误区；要突出针对性，根据不同受众群体的特点，抓住食品安全热点问题，设计科普宣传形式和内容，增强科普宣传效果。杭州市西湖区科学技术协会组织浙江大学生物系统工程与食品科学学院有关专家，在持续开展八年之久、具有良好社会反响的社区科普宣传和研究生社会实践活动基础上，在2008年将多年食品安全科普宣传的科普报告、知识竞赛、图板展览等科普资料整理出版了《关注身边的食品安全》。《公众食品安全知识解读》是在2008年中国轻工业出版社出版的《关注身边的食品安全》一书的基础上，根据《中华人民共和国食品安全法》实施以来我国食品安全监管体系和制度的新变化，由杭州市西湖区科学技术协会主席孔村光、浙江大学生物系统工程与食品科学学院教授沈立荣主持，精心修订的食品安全科普读物。主要内容包括：最新食品安全法律法规和标准知识；食品安全违法犯罪案例分析；国内外食品安全事件点评；食品安全自我保护知识。本书从法律、道德和技术三个层面介绍食品安全知识，特别是对消费者容易被误导的食品安全认识误区作了客观分析，倡导健康的饮食方式。《公众食品安全知识解读》的出版，希望能为政府、企业、行业组织、媒体等有关人员增进对食品安全知识的了解提供方便；希望能对各级科学技术协会组织和社会各方面开展食品安全科普进社区、进军营、进学校进企业、进机关、进农村等活动提供内容支持；希望能对增强消费者的食品安全意识和自我保护能力有所裨益。(Food safety is weightier than Mount Tai.Food is the paramount necessity of the people and safety is the top priority of food. Food safety is related to the physical health and life safety of 1.3 billion people. It's also a significant and fundamental livelihood issue concerning every family and every individual.The Party Central Committee and the State Council attached great importance to food safety and have taken a series of measures, including NPC promulgating Food Safety Law of the PRC, the State Council issuing Enforcement Regulations on Food Safety Law, related national departments making a series of new policies one after another on strengthening supervision of food safety, establishing the Food Safety Committee of the State Council, and carrying out a series of special administration and supervision projects of food safety.The situation of science popularization of food safety is pressing.It should be noticed that the quality of China's food industry is not high, subjects of food production and operation are highly scattered and large in number (the feature of being small-scale, scattered and unregulated), and the difficulty in food safety supervision is greatly increased by a lack of credibility in food industry and criminal acts like using illegal additives, etc.In the meantime, since the public lacks scientific cognition of food safety knowledge, it will be a long-term, arduous and complicated job to guide the public to understand the food safety work.In recent years, the food safety work is still faced with a serious situation with a lot of reports on food safety accidents, and has become a prominent problem which the masses are highly concerned with and are in urgent need of solutions.In May 2011, the Office of the Food Safety Committee of the State Council issued the Outline for Publicity and Education of Food Safety (2011-2015) ("the Outline"), requiring to increase the food producers' and marketers' awareness of honesty and law observance, to improve quality safety...
