Captain O'Neil married Jayne he save in Soft Touch and after resigning his Commission for the Army he has built an International business that has allowed him and his family to live a comfortable life in Fredericksburg Virginia despite the economic difficulties created during the Carter years.
The Country has elected President Ronald Reagan who has taken a tough stand against the Soviet Union and has promised to get Americans back to work. Just when things seem to be going so well, O'Neil's old boss Colonel Rodman steps back into his life, as a three star General and a Special Advisor to President Reagan. The President needs O'Neil's help to stop a man he trained in long range shooting who is on a personal missions to kill the Leader of the Soviet Union, Yuri Andropov.
