Daisuke Senzaki is a new member of the Japanese Coast Guard and has just boarded his assigned ship, the Nagare, when he meets the fresh young reporter Miharu Urabe aboard said ship. The ship quickly leaves port to set out to aid the Chinese ship "Horaigo" that has drifted into Japanese waters. When they arrive, they realize that the ship they set out to save is closer to sinking than they thought! Senzaki knows that he must rescue the passengers and is ready to do whatever it takes.
