Reliability is an important precondition to build trust and thus to change attitudes lateron. However, it is not a panacea for every problem. Various key conflict management strategies should be applied contemporaneously to cover different areas of difficulties. DCAP presents a comprehensive overview of enforcement measures for dealing with child soldiers, among which capacity building is one viable method among many (DCAF 2006).
