In this book, An Emergency Plan that could Save Thousands: Based on Experiences of Hiroshima and Nagasaki (Korean version), Norman Ende, MD, describes, an emergency plan he has developed for essential speedy and vital medical treatment after a nuclear attack or accident. Treatment within 48 hours is key. Many more volunteers will be needed than those few trained in vulnerable communities by the Homeland Security Agency. Human fetal cord blood depositories have been created and are available in the US specifically for a nuclear attack or accident, as per 2005 Public Law 109-129, as well as FDA regulation. In view of some instability in the world, and concurrent existence of nuclear energy plants, many more personnel need to be trained, both volunteers and professionals. Dr Ende bases his recommendations on years of research in his lab and others.
