Most of this text concerns relations between the United States and Latin America in the era of Congress, convened to establish a single currency for the entire continent. The author reveals various aspects of the root problem, that being the difficult relationship between a thriving and expanding America and another America trapped by a lack of industry. He asks for the press not to be naive in regards to what they print. Throughout the piece he demonstrates his own bias.
