Believers are baptised in water in the name of Jesus Christ but He baptises with the Holy Ghost Himself – He delegates water baptism but not Holy Ghost baptism. Ministers sometimes lay their hands on believers so they can be filled with the Holy Ghost but it is Jesus Christ who does the actual baptising.
Jesus Christ did not baptise His disciples in water presumably because He knew that this was not His priority – His assignment is to baptise believers with the Holy Ghost. He did not allow the preparatory acts of baptism in water by John the Baptist and His disciples to distract Him. He focused on the "baptism beyond".
