Quite simply, he is there to pass judgement. On a stormy day, he arrives at an old Pennsylvania prison that he has visited many times during his tenure. He is there to visit a specific inmate named Blank. Mr. Blank is responsible for several murders and is about to be held accountable. He awakens in his jail cell only to find a mysterious well-dressed man seated across from him. A man known as prison legend or "The Ghost" as some of the older inmates call him. And it is there in Blank's cell that a little game of cat and mouse ensues under the premise that the visitor is there to release Mr. Blank from prison, no conditions. That he has the unequivocal authority to do so. His brand of release, however, is something quite different from what inmate Blank expects.
