The natural state of the Galactic universe is mass in angular motion usually described by Newton's laws of linear motion and gravitation. While enormously successful, Newton's laws appear to act instantaneously which no theory has been able to explain. Newton's laws of linear motion and gravitation leave several open unexplained questions. First, is the question of action at a distance between masses M and m not in contact with each other and, second, is the question of application of Newton's linear laws to the angular motions of masses M and m not in contact with each other.
