当西方人权观念传入近代中国以民权概念接转以后，民权在中国经历了一个曲折、坎坷的发展旅程。我们不能不感叹传统文化对外来思想的那种顽强排斥和吸收之勉强。近代百年宪政史留给国人的是无尽的思考，尽管人权已在制度上载人宪法，但宪政的基本理念和精神依然只是浮在历史的地表上。谈论现实，不能忘记历史，谈论人权，切记不能撇开民权。After the western idea of human rights was introduced to China and evolved into the idea of civil right, civil right has undergone a rough course of development with so many twists and turns. It is really a pity that our traditional culture strongly rejects foreign ideas and reluctantly absorbs some of them. The modern history of constitutionalism over the past century leaves Chinese people endless thinking. Although in our system, human rights have already been enshrined in the constitution, people still have a superficial understanding of the basic concept and spirit of constitutionalism. Always remember the history we talk about the reality; always remember the development of civil right when we talk about human right.
