本书对《突发事件应对法》进行思考，呼吁以《突发事件应对法》的颁布实施为契机，推动我国的应急法治建设。并认为应当及时总结应对各类突发事件的经验教训，适时对《突发事件应对法》进行修改。一部分论文对完善社会预警和应急管理法律制度进行了思考。对我国的公共应急体制、政府突发公共事件管理机构、应急预案、应急物资储备制度、危机预控、行政规划中的公众参与、重大突发事件的国家救助制度、社区危机管理机制等前沿问题进行了深入地探讨。还有部分文章对国外应急法制的情况进行了介绍。以期为我国突发事件应对的法治化提供借鉴。 The book reflects on Emergency Handling Law and calls on taking its issuing and implementation as an opportunity to promote the emergency legal construction of China. The book holds that it should summarize the experience from various emergencies and modify the Emergency Handling Law timely. Some papers reflect on the improvement of social early-warning and emergency management system, and thoroughly discuss such leading issues as public emergency system, government management organization of public emergency, contingency plan, emergency supplies reserve system, crisis pre-control, public involvement in administrative planning, national relief system of major emergency and community crisis management mechanism. Moreover, some papers introduce the emergency legislation of foreign countries so as to be used by China for reference of legislation of response to emergency.
