Power from birth (a monarchy) means responsibilities upon achievement of qualities of an individual used in the future political system, where the foundation is a citizen of the state. Monarchical power is power received from birth (financial dynasties are not considered here because they are a form of power received from "below"). It can be considered as a duty, which is intended to be carried out of inevitable necessity. A Monarch is an individual, realization of who's own desires is a secondary component. This is a fundamental difference from those who gain power "from below." Technologically, preparation of a Monarch goes from birth, where the principle "must do—must not do" is activated, rather than "I want—I do not want." He must know the natural development in time and space of all the state resources that he guards and ensure the normal course of all processes in the future. Based on stated above, it is obvious that power received from birth is an unavoidable duty to open up his abilities to the fullest, and these abilities will later on be used depending on dictates of time and space. In such an embodiment, a Monarch is the only acceptable natural third component to space and time, providing normal process of development of the state and its resources.

Monarch is a status that combines in itself qualities of spiritual and social leaders, and is a guarantee of wholeness and stability of processes. A Monarch is the equivalent of supreme authority, connecting qualities of a spiritual and a social leader. Due to the lack of opportunities for spiritual and social leaders to maintain natural interaction in developing the legislative field of the state, a Monarch can be the third state power. With this existence there is an option to not have singular supreme spiritual and social authorities.

A Monarch is a preimage, which embodies the unity of the Russian ethnic diversity. A preimage is unchanging spiritual essence that gives the multiplicity of form. A preimage must correspond to (embody) the space, time and state of the nation. Space is the territory of Russia; time is the correlation of internal and external processes of society; state of the nation is the sum of cultural levels and welfare of the nation.
