The former part talks about officers, while the latter tells the stories of civilians; stories in the former mostly are heard from others, while those in the latter mostly are witnessed; the former records the history in a general way, while the latter describes the busy and hard life; the former represents the great efforts on the macro view, while the latter shows the fates of the grassroots. Only the two perspectives are perceived, can the development traces of a place be clearly uncovered, and questions about the life of the grassroots be better answered.)
