From America's beginning its presidents have grappled with foreign policy concerns, great and small. Some of these events have been well known, while others are long forgotten. For example, Millard Fillmore in the 1850's resisted pressure to go to war with Peru over bird droppings named "guano," which were a valuable fuel source in that day. Eisenhower resisted the same pressures to pursue war in Vietnam that Lyndon Johnson succumbed to a decade later.
