Clay Wynn is a Federal investigator, in trouble, this time, for blowing up a boat. As punishment he is reassigned to cover a report of mass fatalities that turns into a round-the-world chase of career-terrorist Karl Wolff. Clay realizes he isn't the best man to stop this new terror weapon, but, just once, he would like to show them something, and change his reputation.
